This 11th session of the Intergovernmental Negotiating Body (INB), which includes representatives from all 194 member nations of WHO, took place from September 9 to 20 in Geneva. The sessions highlighted substantial developments regarding the draft agreement, noticeable engagement from civil society as well as non-state actors, and a unified pledge among participants to keep pushing towards a comprehensive pandemic accord. Further discussions are scheduled for November 4-15.
Global Health Leaders Emphasize Urgency
Dr. Tedros Adhanom Ghebreyesus, Director-General of WHO, commended the “collective commitment” demonstrated by governments and stakeholders towards finalizing this vital pandemic accord. He stressed an urgent need to act based on ongoing threats posed by potentially dangerous viruses.
“The next outbreak doesn’t have time for us to catch up—whether it be a flu virus like H5N1 or another emerging pathogen,” Dr. Tedros stated during his address at the meeting. “Every element is already present for countries to achieve their goal of negotiating a lasting pandemic framework. It is essential that we inspire hope that countries still can come together on shared challenges.”
The Role of Civil Society and Stakeholders
Ambassador Anne-Claire Amprou from France emphasized that recent talks reaffirmed governments’ dedication to an agreement that promotes safety and health worldwide while acknowledging civil society’s crucial contributions toward ensuring equity, innovation, and collaboration remain central in negotiations.
“Discussions reflected an evident determination among member states toward establishing a global health accord,” Ambassador Amprou noted. “There was universal acknowledgment amongst nations about collaborating better moving forward to safeguard citizens against future pandemics.” She also mentioned how valuable constructive input from various INB participants was in these discussions.
