This limitation has been lifted: even if you skip data transfer during setup, you can now return later to complete it. This enhancement is enabled by a new feature labeled ‘Back up or copy data‘ located within Settings on the Pixel 9 series.

This method essentially creates a mirror image of your old device on your new one—including all home screens and wallpapers—and remains ideal for ensuring a seamless transition. With this latest capability in place, it appears that you’ll soon have greater freedom regarding when transfers can take place.
