Two former researchers at OpenAI are vocalizing their concerns regarding the company’s opposition to California Senate Bill 1047, which seeks stringent safety measures in artificial intelligence development, such as implementing a “kill switch.”
In a letter, initially disclosed by Politico and addressed to Governor Gavin Newsom and other legislative figures, the former employees expressed disappointment over OpenAI’s stance but indicated it was expected.
A Call for Safety in AI Development
William Saunders and Daniel Kokotajlo articulated their motivations for joining OpenAI: “We aimed to ensure that the immensely powerful AI systems being developed were safe.” However, they ultimately decided to resign due to lost faith in the company’s commitment toward responsible development of its technologies.
They further warned that creating cutting-edge AI models without appropriate safeguards poses clear risks of significant harm. “Developing these advanced technologies without adequate safeguards is reckless,” they stated.
The Dichotomy Between Advocacy and Action

An OpenAI representative responded by saying they take issue with how their views on SB 1047 are portrayed. Directing attention toward another correspondence from Chief Strategy Officer Jason Kwon addressed to Senator Scott Wiener (the author of SB 1047), they emphasized an intention to support certain provisions within the bill while advocating that federal regulations should guide AI policy due to national security matters.
“In order for innovation within this field to flourish sustainably and position our nation as a leader internationally,” Kwon asserted, “we need cohesive federal policies instead of fragmented state laws.”
